Dr. Jeffrey F. Collins is a Strategic Research Associate with Samuel Associates where he brings applied academic and commercial expertise to every client engagement.
He is a public policy leader with many years of experience advising senior government decision-makers at all levels. Dr. Collins is also an Adjunct Professor at the University of Prince Edward Island where he teaches graduate and undergraduate courses in International Relations and Public Administration.
In recognition of his public service leadership, he was awarded a Ministerial Medal for Public Policy Innovation and Dr. Collins has participated in the U.S. State Department's International Visitor Leadership Program on U.S. Foreign Policy Decision-Making.
Outside of government and politics, Dr. Collins is a noted expert on Canadian defence procurement and defence policy. He holds additional Senior Fellowships with the Canadian Global Affairs Institute, the Policy Insights Forum, and defence research centres located at Dalhousie University and the University of Manitoba.
Dr. Collins's publications are extensive and include dozens of reports and articles. His first book, "Reassessing the Revolution in Military Affairs" (Palgrave Macmillan), was published in 2015. A second book, titled "Canada's Defence Procurement Woes," is scheduled to be released in 2022.
Dr. Collins holds a Ph.D. in Political Science from Carleton University, a MA in International Relations from the University of Birmingham, a Law degree from the University of Aberdeen, and a BA and Certificate in Public Administration from Memorial University of Newfoundland.
