Thomas DeWolf is a Senior Associate with the Samuel Group, supporting the firm’s strategic advisory work in both Canada and the United States. He serves clients through Samuel Associates in Ottawa and the Samuel Group in Washington, D.C.
With over 40 years of experience spanning military service, diplomacy, international business, and government-to-government contracting, Tom offers deep expertise to clients working at the nexus of national security, defence procurement, and international trade.
Tom began his career in 1977 as a naval officer in the Royal Canadian Navy after graduating from Trinity College at the University of Toronto. In 1981, he joined Canada’s Department of External Affairs as a Foreign Service Officer, with diplomatic postings in Europe and Southeast Asia. He subsequently transitioned to the private sector, where he held senior international business development roles in Hong Kong, Paris, and the Netherlands.
From 2001 to 2017, Tom served with the Canadian Commercial Corporation (CCC), Canada’s government-to-government contracting agency. As a senior executive, he was instrumental in expanding Canadian industry access to the United States Department of Defense and international procurement markets across Asia, Europe, and Latin America.Tom has been recognized for his public service and leadership with the Queen Elizabeth II Diamond Jubilee Medal and a commendation from the Commander of the Royal Canadian Navy. He has also served in board and advisory roles with the Hong Kong Canada Business Association and the Naval Association of Canada (Ottawa).
Today, through his roles with Samuel Associates and the Samuel Group, Tom advises Canadian and allied clients on cross-border government relations, defence sector strategy, and export market development. Operating from both Ottawa and Washington, he provides strategic counsel to help clients navigate and succeed in the defence and security sectors of both countries.
