Samuel Associates is aware of the recent media reports by David Pugliese in the Ottawa Citizen (July 4, 2024) concerning Retired Brigadier-General Patrice Sabourin's advisory roles. We wish to address these reports and reaffirm our firm's unwavering dedication to upholding the highest ethical standards in all our operations.

Samuel Associates is committed to transparency and accountability, and we take these matters very seriously.

Following a thorough internal review, Samuel Associates confirms that Retired Brigadier-General Sabourin's roles with our firm and the Department of National Defence (DND) were distinct and unrelated.

His work with Samuel Associates focused on corporate strategy, entirely separate from his DND contract on Combat System Integration.

Samuel Associates upholds the highest standards of ethics and integrity. We maintain strict policies and procedures to identify and mitigate potential conflicts of interest. Our comprehensive Code of Ethical Conduct is a testament to this commitment.

The decision to terminate Retired Brigadier-General Sabourin's DND contract through ThinkPoint Consulting was an independent decision made by DND. Samuel Associates has no authority over internal decisions made by government departments.

Transparency and compliance are paramount at Samuel Associates. We conduct regular audits and require full disclosure of potential conflicts from all employees and associate consultants.

We value the expertise Retired Brigadier-General Sabourin contributes to our firm. As is standard practice with all advisors, his engagement was subject to a thorough conflict of interest review. We remain committed to maintaining this high standard for all engagements.

Samuel Associates remains dedicated to ethical practices and maintains robust internal processes to prevent conflicts of interest. We actively communicate with government departments and agencies to ensure full compliance with all relevant standards and regulations.
