Samuel Group Welcomes Prashant Shukle as Senior Space Advisor

The Samuel Group is pleased to announce the appointment of Prashant Shukle as Senior Space Advisor, further enhancing the company’s strategic advisory capacity in the fields of space policy, geospatial intelligence, and innovation strategy.
Mr. Shukle brings over three decades of senior executive experience in the federal public service, including national leadership in Earth observation, satellite systems, and geospatial program development. As the former Head of the Canada Centre for Mapping and Earth Observation, he led the modernization of Canada’s civilian satellite reception infrastructure, the delivery of key scientific components of the RADARSAT Constellation Mission, and the creation of flagship national programs such as GeoDiscover, GeoConnections, and the pan-Canadian Flood Hazard Mapping Program.
Throughout his public service career, Mr. Shukle cultivated deep, cross-sectoral partnerships—working closely with the Department of National Defence, Canadian Space Agency, Indigenous and Arctic stakeholders, and provincial and territorial governments. He led Canada’s engagement at the United Nations Committee of Experts on Global Geospatial Information Management (UN-GGIM) and supported capacity-building initiatives abroad, including in Senegal and other member countries of La Francophonie.
His work has directly supported national emergency response operations, contributed to Canada’s leadership in satellite-based disaster coordination, and enabled the delivery of strategic intelligence during floods, wildfires, and security events.

In addition to his technical and programmatic leadership, Mr. Shukle contributed to several major national reforms, including the implementation of the Goods and Services Tax (GST), Canada Pension Plan reform, and Employment Insurance modernization. He also held senior political roles under Prime Ministers John Turner and Jean Chrétien, and served as Chief of Staff to Lynda Haverstock, former Lieutenant Governor of Saskatchewan.
In his role at Samuel Group, Mr. Shukle will provide strategic advisory services to clients operating in or entering the space and geospatial sectors, with a particular focus on aligning commercial innovation with public policy objectives, government programs, and national priorities.
